Why Minimum area of steel has to be provided in column ?

Do you know that a minimum area of steel has to be provided in column to resist tensile stresses caused due to eccentricity of the vertical loads acting on the column. However longitudinal steel bars are tied laterally by stirrups at appropriate intervals in order to avoid buckling of the reinforcement bars and also to prevent displacement of longitudinal bars during concreting.
